On many occasions from numerous companies (GAP, Kohl's to name two) my packages have been sent smartpost which I understand is fedex to the USPS for delivery. I am currently awaiting a Kohl's shipment which has been sitting at a postal service facility 90 miles from my home for three days (so far).
The transition from fedex to USPS has never been efficient in my experience. I liken that manner of shipping to a football player running with the ball for a touchdown and stopping just short of the endzone to maybe tie his shoe.
Companies need to be forthright about their use of smartpost as I for one will not purposely shop online with a retailer who ships smartpost. It's just not smart!
