Many SmartPost packages are transported by FEDEX to Troutdale, OR. They then go 200 miles north to Kent, Washington by FEDEX, where they are turned over to USPS.
From there, USPS returns it 200 miles to either Vancouver, or Portland. USPS doesn't deliver if one snowflake has fallen within the last week, but they show the status as attempted delivery, even though the package has never left their facility. UPS is the better choice even with SurePost which also involves the USPS.
